The lesseee to be allowed to erect forthwith new one storey building of design to be apr by H.M. Architect and Surveyor. Such buil:?' to be maintained in habitable repair to the satisfaction, of H.H. Architect and Surveyor.

The alternative to such a lease would be for the Imperial Government to erect auch buildings as are required for housing the cadets and to rent them to the Colonial Government in the same way as the existing rremises are rented. This course would involve an outl or $40,000 to the Imperial Government and, doubtless, would not commend itself.

As the housing of the cadets, who are being sent out in increasing numbers, is becoming a difficul question, the Colonial Secretary at Hongkong has exp a desire for a speedy decision.
